You should try posting your project on oDesk (http://www.odesk.com). It’s free to sign up (and there are no membership fees) and with thousands of tested and rated providers, you are bound to find someone for the job. You can interview as many people as you want before you hire and it’s easy to pay the provider (you can use a credit card). Check it out: http://www.odesk.com.
Don’t waste your time trying to learn how to program — find someone who can do it for you! Good luck finding a provider!
